Because of the proliferation of 'Out-of-Town' private hire and hackney carriage vehicles from:
Lewes DC....Reigate & Banstead BC.... Chichester DC....Portsmouth CC....Southampton CC-.....Havant BC..... New Forest BC
....and many other areas predominantly working in Brighton & Hove under Uber without any Enforcement from their respective Licensing Authorities the Brighton & Hove trade has had to resort to producing standard online complaint forms for each council for the Brighton & Hove taxi & private hire trade to use.
We have to state that we consider it a great shame that these have needed to be produced but as councils who licence vehicles who predominantly work away from their respective LA’s are unable to exercise any control over their licensed driver it has consequently fallen on the Brighton & Hove Taxi & Private Hire trade to act as Enforcement Informers You can see the details at www.bhtaxinews.cab/online-complaints.html
The original online complaint form was produced in consultation with Brighton & Hove Council and is therefore approved for use.
Each respective complaint forms for the councils as shown contain the exact same format.
Photos can be immediately uploaded from mobile phones when using the Online Form a video evidence may be uploaded to the trade YouTube Channel.
Each online complaints form allows for all the required details to be provided.
When a form is submitted the following will receive a copy:
The Licensing Authority Council Brighton & Hove City Council: To ensure the council is aware of complaints be made Sender of Complaint The Admin of this site
Trade Members Notice: If you have video evidence that needs to be provided and uploaded then please send a notification to: firstname.lastname@example.org for instructions on how to provide this where this will then be uploaded to the Trade YouTube channel and a link will be provided

Nationally in the UK thousands of drivers are exploiting the sub-contracting clause in the Deregulation Act 2015(section 55).This has allowed the situation whereby a person licensed in one authority can work as a PHV in any other authority in the country.
More details A good example of this exploitation would be; if a person took, and failed, a Knowledge test in one of the 316 Licensing authorities in the UK. This person could then choose to take a Knowledge Test in an authority with far fewer roads to learn, pass the test with ease, and then go back to work in the area they had originally failed in. The rise in drivers working for "app based" companies has seen the situation where drivers licensed in London are working in different authorities nationwide.
